Introduction:
The Department of Information & Public Relations proudly announce the Frames of Transformation Photography Contest for the people of Jammu and Kashmir. The guidelines for the contest are as under:

Themes/Categories to which the applicants can apply:
The Participants who are interested in submitting their entries can enter into the contest by submitting their entries in any or all of the below mentioned themes/categories:
1. Infrastructure Development
2. Human Development
3. Tourism
4. Cultural Heritage
5. Wild Wonders of J&K
Prizes:
1st Prize: Rs. 50,000.00 – No. of Prizes: 1
2nd Prize: Rs. 10,000.00 – No. of Prizes: 5
3rd Prize: Rs. 5,000.00 – No. of Prizes: 20
Consolation Prizes: Rs. 1,000.00 – No. of Prizes: 100
Eligibility
The contest is open to all, the professional Photographers and the amateurs, of all ages and gender. The participants must be Domicile of Jammu and Kashmir.
Contest Guidelines
1. Entry is limited to original works that have not formerly been released as any printed, web-based, or other medium (including advertising and stock photos) and for which the entrant holds all the applicable rights. The Works which have won prizes in other contests or that have been submitted to other contests currently underway, including similar works, are not eligible. Even the works submitted in other competitions after submission to this contest will be regarded as having been submitted to other contests currently underway.
2. Before submitting any work in the contest, the entrant shall be responsible for taking all steps necessary to protect the right of publicity and other rights of persons depicted in the work, including but not limited to obtaining their permission, to avoid any problems related to the infringement of these rights.
3. Entrants are responsible for the resolution of any legal issues arising from their submitted works and agree to pay any costs thereby incurred.
Entries, including content from (1) to (5) below, may be disqualified at the discretion of DIPR, J&K:
1) Content that infringes upon any laws, or is defamatory or libelous.
2) Content that constitutes or encourages criminal behavior, leads to civil liability, or that otherwise violates any or all Civil/ Criminal/ Contract laws.
3) Commercial content that promotes products or services.
4) Content in which animals were harmed or manipulated in the creation of such content.
5) Content that infringes on the copyrights, trademarks, contract rights, or other intellectual property rights of a third person or entity (whether individuals or companies), or violates rights of privacy or publicity.
Photo Guidelines: For Acceptance of Entries
1. Image data files created with a device capable of taking still images.
2. Images that have been retouched by using camera apps, photo editing apps, other software, etc. will be accepted.
3. English language subtitles are to be included for judging the photos.
4. Image data file format: Only 1280*720 pixels or more shall be considered.
5. Entrants must hold all applicable rights of the final image, including any retouching or other image processing.
6. Winners may be asked to provide higher resolution images for publication or display purposes related to the contest.
Judging Procedure
1. After the evaluation of the entries concludes, the winners will be notified through their registered email address only.
2. Winners might also be contacted by telephone or other means as the DIPR deems it necessary to confirm any of the information provided, etc.
3. DIPR will not accept any liability for any disadvantages that arise for any reason as a result of the inability to receive email or similar problems.
Disclaimers
1. Only those entries shall be accepted which are submitted through the email.
2. Entering the contest constitutes agreement to the terms and conditions stated in these Entry Guidelines.
3. DIPR reserves the right of final judgment concerning items not expressly stated in these Guidelines.
4. Whenever a winning work is used for exhibitions etc., due to circumstances concerning printing or otherwise, the tone or expressed meaning, may not be strictly reproduced according to the winner's intent, or the work may be partially cropped for publicity purposes.
5. Please note that no response will be given to any inquiries, complaints, or objections regarding the judges' decisions of the contest.
6. The Prize money fixed in any or all the categories may be changed at the discretion of DIPR.
7. Although the entries submitted in the contest will be handled with the greatest possible care, the DIPR will not bear responsibility for accidents, damage, loss, or other problems that occur during data transfer.
8. DIPR will not bear any responsibility for the damages caused to the submitted works, arising from or related to circumstances beyond its control, including but not limited to network failure, computer viruses, or unauthorized access to its servers.
9. DIPR will not bear responsibility for damages or other harm suffered by entrants as a result of their participation in the contest.
10. Entrants are required to obtain the prior permission of the persons who are portrayed in their works or who hold the copyright or other intellectual property rights to the works or the items portrayed therein. Entrants also agree to fully indemnify the DIPR and bear all responsibility for any complaints or objections that arise in relation to the above.
11. Entrants agree to fully indemnify the DIPR and bear all responsibility for any third-party complaints or objections concerning copyright or other Intellectual Property Rights infringement or damages arising from submitted works.
12. If there is a dispute related to the similarity of a submitted work to an existing work, etc., the parties involved shall be responsible for the resolution of that problem.
13. Entrants also agree to fully indemnify the DIPR and bear all responsibility for any complaints or objections that arise in relation to the submission of entries by the applicants.
Rights Reserved by the DIPR:
1. The DIPR shall hold all the rights of the entries submitted in the contest. Once an entry is submitted by the entrants, the work submitted by the entrant shall become the property of DIPR and the DIPR shall be at liberty to utilize the submitted work in any way and for any purpose, as deemed fit by the DIPR.
2. The DIPR reserves the right to publish the entries with/without the credit titles on its official Social Networking Accounts, Websites, Official videos, posters, publicity material of any type/design, brochures, pamphlets etc. throughout the submission period to publicize the contest or after the contest is over, for the times to come. Such publication does not guarantee an award of any kind. The entries may be cropped for publication purpose, or otherwise.
3. The DIPR will be at liberty to display or to not display the names of the winners and the titles of the winning entries on contest-related websites and official social networking service accounts, at exhibitions, and in other locations where the works are shown.
4. Regardless of the above, in cases where it is difficult to give credit, on media such as websites managed by the DIPR, official social networking service accounts, or posters, tickets, and pamphlets promoting photo exhibitions and other camera-related events, the DIPR may or may not give credits to the applicants whose works have been used for the purpose.
5. Entries that in the judgment of the DIPR do not conform to these Entry Guidelines will be disqualified. Entrants will not be notified in such cases.
6. If a winner is found to be in violation of these Entry Guidelines after a prize has been awarded, the award will be revoked and due legal recourse shall be taken against the delinquent applicant(s).
Note: In case of any issue related to the interpretation of these guidelines or any dispute arising out of these guidelines, the decision of Director Information shall be final and binding upon the applicant(s).
