The UT of Jammu and Kashmir has embarked on an ambitious and extensive programme of reaching out to grass root citizens to create an earnest desire for a decent standard of living in the rural masses.
The ‘Back to Village’ program is aimed to involve the citizens of the state and government officials in a joint effort to deliver the mission to achieve equitable development. The program seeks to energise Panchayats and direct development efforts in rural areas through community participation.
Despite the importance of the official machinery to guide and assist, the primary responsibility for improving the local conditions rests on the local population. Therefore, people must be encouraged to own a programme to maximise its impact.
Hence, citizens are invited to share their ideas and suggestions.
Last date of submission is 30th November 2022.

The government has set an ambitious target for this year with over 2 lakh certificates to be issued, and 65,000 self employment cases to be taken up by the government. A huge number of 1 lakh youths will be identified for skill training. The administration has tied up with J&K Bank to deliver credit linked schemes.

This phase of the B2V4 programme scheduled to run till November 3, 2022 will focus on youth, skills and self employment, good Governance and strengthening Panchayati Raj at grassroot level.

The administration hopes to reach the doorsteps of citizens to register their grievances and address them promptly.

The principal objective of this programme is to strengthen the newly constituted Panchayats. Led by the District Commissioners, over 25,000 government employees at all levels will participate including 4,500 gazetted officers who will directly be deployed to the Panchayats.

The government has deployed one gazetted officer as nodal officer in each panchayat halqa, who will interact with panchayat members, general public to get the general feedback.

The ambitious programme has four main goals:
energising panchayats.
collecting feedback on delivery of government schemes and programmes.
capturing specific economic potential.
undertaking assessment of needs of villages.

The second phase of this programme that lasted from Nov 25 to Nov 30, 2019 in which two departments Power Development and Information Department was also a “great success”.

Really it is a good initiative. As everyone is aware that it was almost impossible for the common people to visit state bureaucracy. And by this initiative the state administration comes to the doorstep of villagers resulting in equitable development coming to the rural population. The first phase that started from June 20 and lasted up to June 27, 2022. it had an overwhelming success of the programme as in this programme the local participation was good and enthusiasm was visible.
